Board of Wealth

This refers to the Board of Health, which was set up by the Government to co-ordinate the treatment and management of the cholera outbreak. Many thought it was a waste of money as people were still dying. By changing Health to Wealth, the artist was suggesting the Board was just trying to make money.

By filling the cholera pie with coins, the artist highlights how many people believed doctors were more concerned with making money, than treating Cholera patients.
